Reduce roster sizes by three players.

If the league reduced roster sizes by three, they save money, possibly get rid of fourth lines and the goons associated with them.  The Leafs barely play their fourth line.  Good idea or not?  Have a little 'there's no NHL action to talk about' discussion.
 
I'm thinking moon means to dress 9 forwards and 6 d for a game with a few in the press box.

I don't necessarily mind it but there's no way the PA goes for it.
 
I don't know, I worked at a place where there were 40% full-time, 60% part-time workers.  They put a contract on the table.  Full-time workers get a raise, part-timers get their wages reduced.  The contract passed.  Allot of the part-time workers didn't bother showing up, so it was their own fault in a way.  But people will cut their co-workers throats for their own benefit.
 
The PA would fight any such proposal tooth and nail.

Also, it makes it difficult to deal with injuries that happen.

But you're essentially saying that the NHL will lay off about 100 union employees. Not going to be an easy task.

And the NHL has no real argument to support it. They're making billions...How do they justify laying off 100?

The Leafs are abnormal in the way they use their 4th line. Most 4th lines get 8-10 useful minutes per game. Getting rid of the goons is a good idea, but, this isn't the way to go about it.
