Would like to see Holzer and Ranger as regulars on the blueline playing as steady efficient depth guys.

I think we've become a little too obsessed with cap figures and salary structure when you don't understand the dislike for a guy when it's based on the fact that he played like crap.
 
I think Carlyle is in tough, too.  He came in at the tail-end of the last season with things in disarray and without much time to implement many new things, and now he still won't have much time to without a real training camp.

A guy can be hurt and play. It would just make him play poorly which...

Is it possible to get Ranger on a NHL contract or is he exclusively signed for the AHL this season?
 
I'm not sure of the mechanics but I do know that however it works, he'd be exposed to waivers and would be a sure-fire gonner.

I'm not so sure he would be exposed to waivers. That rule really only applied to guys playing in European professional leagues that were signed mid-season. Re-entry waivers are no longer in play. I think the Leafs could actually sign him and add him to the roster without any issues. It would really depend on how these things are dealt with in the new CBA, which, right now, we just don't know.

My guess is they're working off the old rules (and, possibly, a misunderstanding of the old rules). We really don't know if waivers would even play into the situation under the new CBA.

So why do they have to wait then? Maybe they'd just prefer to not sign him to a NHL deal?

Well, for one, guys can't be signed right now - the lockout is still in effect. On top of that, the Marlies still need to be able to ice a roster. The Leafs aren't going to strip their roster mid-season to bring every potential player to training camp. The Leafs also don't have a ton of reserve list spots available - assuming it stays at 50 under the new CBA.
