Well, it is and it isn't. Yes, the Leafs PK was bad, but, Dupuis was still their best PK forward. To improve the PK, the team needed to push him down the PK rankings, rather than remove him from it completely.
Just to put things into a little perspective - so far this season, the Leafs have allowed 41 goals in 232:45 on the PK. In his 73:24 of PK time, Dupuis was on for 9 of those goals. So, despite playing 31.5% of the team's PK minutes, he was on the ice for only 22% of the goals the team has allowed on the PK. If the entire PK unit killed off penalties at the same rate as it has when Dupuis was on the ice (1 goal every ~490 seconds of PK time), the Leafs would have allowed 10-12 less goals this season, and have a PK percentage of somewhere in 84.5-86.5% range. That's a pretty substantial gap. How much of that is directly related to Dupuis' contributions is hard to judge, but, I'd say it's pretty safe to say the Leafs' PK is better with Dupuis than it is without him.
