It's actually been pretty much the same forever ... the team with the better goalie usually wins. Outside of that, good special teams is probably the next most important factor.
 
if they want to boost scoring they should implement a system where if you take a penalty with less than 2 minutes left in a period you can play the whole 2 minutes before the end of the period and subtract the extra time from the next period.  If you score the period is over (like sudden death) and the same happens with the extra time played.

That's a pretty good idea.  Why subtract time from the next period, though?  Also, I presume a shortie also ends the period?

the time would be subtracted because its still a 60 minute game...and no a short-handed goal would not end the period because it doesn't end the PP.

edit...no idea what to do at the end of a game though.

Well, the Leafs appear to have woken up a little tonight. Didn't expect this throughout most of the 1st - or for the first couple shifts of the 2nd, either.
