Basically, they still have enough space from Fraser and Kulemin being on LTIR to bring Liles up.

I think it would be more likely that he ended up in Pits as a replacement for Scuderi now that he is gone from the hit by clarkson ;)  Give him a couple of games to show what he can bring to a NHL team is the right thing to do. Tho he may end up being a key replacement for us later on this year if someone of note in our D corps goes down. He's worth more to us as an insurance policy then he is as trade bait.
 
How does the new CBA work with waivers?  Now that Liles cleared at the beginning of the year, when does he have to clear again?  Can the Leafs continue to pull him up and down?

He cleared on September 30th, so if he stays up all for a couple more days, which seems likely, he'll have to clear again.

Isn't it 30 days on the NHL roster since he cleared or played 10 games?
 
Alright. THat little snippet of the CBA is pretty awkwardly worded. I'm pretty sure it's supposed to mean 10 games played or 30 days on the NHL roster, but, the way it's worded can be interpreted as simply having 30 days of an NHL season pass by.

Which part are you reading? This section seems pretty clear:

13.5 Waiver Expiration. The rights granted under this Article to Loan a Player(s) who is
otherwise required to clear Regular Waivers to a minor league club expire for any Player(s) who,
after clearing Regular Waivers:
(i) is not Loaned to a minor league club, or is Recalled from a minor league
club (except on emergency Recall) and remains on an NHL roster for
thirty (30) days (cumulative) or plays ten (10) NHL Games (cumulative)

I got to 13.2(b), got lazy and stopped.
 
The old Kaberle question all over again.  ;D  Why not use Liles on a shutdown line as a winger?

The Ian White experiment you mean.  White had a bit of grit at least and we need a centre not a winger.  Liles wouldn't fit a third of fourth line role and I think we have better in house options on wing for the bottom 6.  RC would go nuts watching a soft Liles acclimate to the forward position in a shut down role.  It would never happen.
