Well, Bortuzzo was suspended for the timing (i.e. interference) rather than head contact I do believe.
The lateness of it was the big thing for me. Also apparently Bortuzzo was going at Jagr all game long which doesn't help his case either.
As for the announcer thing, I'm assuming it was the Pens guy who said that? Shouldn't really put much stock in things a homer announcer says.
