Looking through the conditions on the picks in the deal, and if the Blues trade Miller's rights before making their 1st round pick in the draft this summer, they give up that pick to Buffalo. If they trade his rights after the 1st round but before July 1st, they sacrifice a 2nd in 2016. So, basically, Miller's making it to July 1st unsigned.
