It was mentioned but not specifically as relates to trades prior to NTCs kicking in.

Biggest example of that was when Subban was traded to Nashville a couple days before his NTC was to kick in and Nashville decided not to honour it going forward. Which I've always thought is a terrible rule. If a player negotiates a contract, the clause should remain valid.
 
They can't put Weber on LTIR until the season starts.  So they unloaded Dadonov and are still 2.5M over the cap with an incomplete roster and no players that are waiver eligible hide.

Can LTIR be used in the off-season?

Yes, LTIR can be used in the off-season while the 10% off-season cushion is active. LTIR in the off-season is calculated using the basic equation outlined above, which permits a team to exceed the off-season salary cap. To use off-season LTIR the team must provide doctors proof that the player in question will continue to be injured at the beginning of the regular season for 10 NHL games and 24 calendar days.

At the start of the season the teams LTIR relief & ACSL is recalculated when the 10% cushion is removed.

I suspect Weber is among those contracts the league has made exceptions for re: off-season LTIR, and, if not, there?s the 10% off-season buffer to help them out, too. They?re still not in a position to improve the team in any meaningful way, but they now have just enough space to fill out the roster with near league minimum deals.

Weber?s contract wasn?t really much of an impediment for Montreal. The only real gain for them from that perspective is a some potential buffer space for performance bonuses. They?ll still have to shed at least one more sign contract to be in a comfortable position, though.

Clarkson for Horton that we were discussing the other day was another like this too.
I loved that trade. Crazy that Clarkson played only 26 more NHL games than Horton did (with zero) after the trade, and we all knew that Horton was done at the time of the trade.

Right, so Vegas traded away 5 mill in cap dollars for an extra 1 million in real cash and a bunch of LITR money. So they prefer the challenges of LITR for 4 years to the 5 million on the books this year. I didn't realize he was owed so little in real money.

Dadonov's actually salary for next season is $6.5mil. And there's been some conflicting info about this but it seems like Weber's contract is insured so Vegas won't actually be paying the full amount of his salary.

Also while 4 years of LTIR troubles would stink, don't be surprised if Weber's contract is moved again at some point in the next year or two (hello, Arizona).
